For those of us not riding along side you when this occurs...its not clear if this is something more than the level sensors adjusting the headlight aim as the car undulates due to the road imperfections.

What is the duration of the road imperfections...long or short and how bad are the imperfections? Do the headlights stop shaking when the road smooths out?

Again, knowing that the headlight beams move based on the car's movements while traveling...is this shaking more than what is caused while the car is being undulated? Or could it simply be the level sensors attempting to keep the headlight beams on the road and out of the eyes of oncoming traffic or traffic in front of you?

#1 & #7 are the front headlight leveling sensors

Interesting. Although I know level sensors control the headlight aim, I have never, on any car I have owned, seen them move enough to notice while driving straight ahead. I only notice in corners.

Also, consider/clarify if the headlight as a whole is shaking or if it's the headlight flickering.
If flickering (happened on my MINI), it could be a faulty alternator or other electrical issue.

If it's noticeably shaky, then as has been suggested, a bracket or sensor..? Can you physically move/shake the headlight? This would cancel out the bracket idea.

Thanks everyone for their input

The headlight assembly as whole does not move or shake, rather internal lens any imperfection on the road makes it shake regardless of how minor. I can see it through the reflection on road signs. it is a rather fast shake or trembling (as if the bulb is missing the retaining clip to hold it firmly to the housing per se. Of course the shaking is reduced when driving on smooth road surface. Something is loose inside I just cannot pin point which part. I'm suspecting the adjustment mechanism screw or something like that.

The leveling mechanism is intact, light moves with steering wheel as it should. The light is not flickering either it's a steady been.

As others probably recall, BMW has had issues in the past with the adjusters built into the lens/light assembly itself (E39 for example). The white plastic adjuster seems to harden and become brittle over time with all the thousands of heat cycles. They break, and now the lighting assembly rattles ever so slightly inside the housing.

Your description sound like this may be it. It can be fixed, though it is a process. I have done it numerous times to our other Beemers. If you can remove the entire headlight assembly from the car, just rotate it around and listen for any loose parts. That will tell you if its the internal adjuster.
