BMWs sold in Europe already have front license plate holders from the factory. How do they attach the holders to the front bumpers at the factory? Do they simply drill a couple of holes?

I'm just glad that I'm in the US and front license plates are NOT required where I live. The BMWs in my dealer's lot never have front license plate holders.
