Possible Shifter Malfunction Error

Shifter won't change from Park to Neutral or Drive. After releasing transmission from park to neutral under the car to tow the car in order to replace the starter. Any ideas will be appreciated.

Recheck the work done to release the transmission. Most likely some thing is not back in its proper place.
