Negative !
The first undercut came from Checo , and Checo took the lead (P1)

This was because MAX gambled too long with his softs in the rain ,he was hoping the rain would stop ..
Everyone was gambling at that moment .
MAX was wrong because it didn't stop raining ..

The second undercut came from MAX at the right moment and he took the lead back , because MAX was 8 seconds faster than Checo in just 3 laps ...

Whatever happened in the outlaps , it was very clear that MAX was a lot faster in the dry and in the wet (as usual)!

Checo finished 4th and his gap was 10+ sec. , this in just 7 laps after the SC situation and the rolling re-start .
Race was stopped by the heavy rain , so it didn't matter anymore ..

MAX said after race : I didn't took many risks today by the non-stop tricky situations ..

I don't know who ordered it but Checo is obviously the number 2 driver.

Did RBR not want to risk a crash when Max eventually overtakes Perez on track if normal proceedings are followed - that's a good point. If they let their lead driver pit first, Max pits next lap, charges past Perez later, Perez tries to fight. That is risky business. So just make the plan to swap them in the pits before this happens.

I do not think that Checo in any way, shape, or form was ever an obstacle in the way of Max getting his 9th win. Was inevitable that the pass would have happened and likely very soon even if pitted them per running order. Doing it that way was actually a favor to PER - he's shaky in difficult conditions this year and this kept some pressure off of him trying to stay in front of VER. And VER had just cut ~ 15s in 5 laps off the lead PER got from his own undercut. If PER wants the preferential treatment - be the lead driver, 2x defending champion, quit crashing the car, quit sucking in qualy, stay on the track even when its difficult, don't hit walls in pit lane, don't give the world multiple times to view the floor of the car, don't lose 15s lead in 5 laps...

Why Pirelli changed the full wets compound is a mystery, they seem worse than the previous ones but in such a downpour the rules are confused and everyone should be on them for safety reasons.
