FSC code for sat nav Update

BMW dealer sent me the official latest 2023 sat nav update for my GC.
Nice shiny silver/chrome USB stick.

After plugging in the USB stick its asked me to enter a code.

Request the FSC code from my BMW dealer and now he says the parts department is unable to generate the code for my car using the VIN.

Suggested to bring in the car for an investigation.

Is anyone aware of this or know why they cannot generate the FSC code ?
