Update BMW assist grayed out / SOS does not work

So, folks, I have this issue. When I bought a car it already had that state.
I have a lot of remote services connected via connected drive. A support used to say that everything is active and should be working in a car. Looks like a car does not see a network. I feel it is something close and I am next to it but still can not catch it. I did try to replace one of the antenna in the trunk, nothing thus. Navigation works fine. When I click on a SOS call button it tries to establish a call but nothing for 10 min or so. Already checked that all block were updated in 2017.I also tried to disconnect both antennas and then connect again, run codes with disconnected left one (see picture). No difference there.

I believe a car is 3G and has to have all these services until 02/2022. A dealership offered an amazing service - to drop a car for diagnostics ($200) for 3 days and then other 5-7 days if they create a ticket and will wait for an engineer to connect.

Any ideas?

I see that I have 2 more wires next to antenna, why are they here? I did try to use them to connect this left antenna as well, nothing again.
