Hmm, interesting business idea.

On one side it would make the assembly much easier, where they could build each model exactly the same without having to worry about options.

On the other side, what if someone could crack the codes and enable all features?

It for sure would make sense for some consumers. For example, I don't need heated seats in Chicago all year around, so not paying for it for 7 out of 12 months may be more cost efficient.

I have a 2017 650i xDrive convertible. Should I be able to turn on Apple Play. I tried several months ago unsuccessfully?

It is my belief that 2017 and newer models have Apple play built in. You might want to check with a BMW Genius.
