Looks like a Film

Is there like a protective film as there is a bubble and it looks hazy on the dash

Looks that way to me, also. There's a rough cut around the perimeters and some dust has gathered along the edges. IMO, no reason to not peel it off. It might actually be factory to protect the display and they forgot to remove it during prep.

I believe that’s the outer coating on the plastic beginning to come off. I wouldn’t try to peel that…

This is correct. It is a very weird piece. It can delaminate like that, plus it has that odd matt surface, and when the sun shines through it, it looks cloudy. If you want to fix it, buy a used unit on ebay from a 2016+ car and swap the cover plate (you cannot just buy the cover plate). From 2016 on they used a shinier plastic that looks way better. Just look on ebay at cars for sale to see the difference.

These items wear on their own poorly and with heat and moisture over time the appearance degrades rapidly. This also happens on the displays specially older year models.

Solutions are to live with it or replace it with a better conditioned unit. The restoration and upkeep is real on these vehicles unfortunately.
