Behind a trap door on the back of your glove box.

From the owners manual: (see 1st pic below)
From the TIS: other pics below

BTW, if you don’t have a physical owners manual…there’s one built into iDrive. You have an unusual model listed (640i Gran Sport?) and no model year listed…so not sure which version of iDrive you have. But some versions of the iDrive owners manual have videos embedded…check/search for “fuse” in the iDrive version and you may see a small video of where the glovebox location is.

When you remove the cover…all you see is an empty hole?

What is your model year? Mine is a 2013 650ix GC and I have fuses behind the cover in the glovebox.

Are you sure? The fuse box itself is not mounted on the back of the glove box, so it's not "right there" when you remove the cover. It's back in there a ways. Basically the cover gives you access to a fuse box mounted to the firewall. It's a few inches back in what seems like a big hole.

Can you take a picture? All information we can find shows a fuse panel behind the glove box "peak hole"

When you remove the cover at the rear of the glovebox...you can't see the multi-colored blade fuses in the fuse box mounted to the firewall?

See pics below:
