Not an attorney and following, but from what I gather; yes, police can use cell-site location information to track. However, a warrant is required. To get a warrant, they must be able to prove that a crime has occurred. In order for authorities to determine a crime has been committed, evidence is needed. Until then, this is basically a really sideways missing persons case......that we all undoubtedly call bullshit on.
