have you checked whether the compressor kicks in? The front of the pulley should spin when the compressor is engaged and stop when ac is switched off.
The compressor is driven by its own belt. have you checked the belt?(#2) It could also be the fuse to the compressor clutch. That would also prevent the compressor from spinning.
