Help!!! Reduced Power 640D - Lever arm error detection - 2C3200 - Swirl flaps

Hi Guys,

I am receiving the following issue with my 2013 BMW 640D Grancoupe M Sport. Whilst driving, I start the engine and immediately feel that there is reduced power. The engine sounds noisy however no error codes are displayed on the cars dash.
If I pull over, turn the car off and on then the fault stops and my car is back to normal with full power and nice and quiet.

When the car is plugged in the diagnostic system, it returns the following code:
"System Type: ENGINE SYSTEM TEST/VALUES Name: N57 - DDE 7.X - 3.0L - 230 (313) DTC: 2C3200,Flushing damper control: Mechanical defect (lever arm error detection)"
I have been told that this is to do with the swirl flaps on the car.

The car has been to a BMW specialist multiple times and the manifold and swirl flaps were fully cleaned as they had lots of build up. This is did not solve the fault so the Inlet Manifold Swirl Flap Actuator/Motor Part No. 8570791 was replaced for a new one and still no luck!
The fault is consistent is the fact that every time the engine is started, it is noisy with reduced power. Once the engine is restarted then it is back to normal.

Any ideas please?
