The LCI changes are simply cosmetic changes to the headlights. The bulbs were reconfigured for LCI headlights.
The elaborate further I will add that the video that the OP is referencing depicts European adaptive LEDs. In the US our auto highbeams just turn on/off depending on the surroundings. European adaptive LED headlights will "tunnel" to prevent glaring oncoming traffic. The answer to the OPs original questions is NO, the US headlights lack the hardware to behave exactly like the euro headlights. You can turn Euro headlights on by coding them to be active but they will not function correctly.
