Yeah, pretty much what everone else said. They look awesome, but I wouldn't do it. Those are definitely not glow in the dark. It looks like the rotors are backlighting the wheels. It also looks like Japan maybe. Definitely not the US or UK.
I've been thinking about getting an old golf and putting some glow in the dark paint on the wheels just because. VWers have been doing that for a while.
