It's a custom modification. I know of a shop in my area that does this. It requires cutting the wheel and inserting the carbon and alcantara pieces (depending on if you start with a stock leather wheel). They also offer a flat bottom section too. anything that involves cutting of the steering wheel could effect safety in the event of a crash. How thick is the carbon fiber inserts? could they crack and break in a collision? do you want shards of carbon fiber in the cockpit, potentially being forced at you by the airbag?
While I agree it looks great, there is more to consider.
