I'm lost.
If you no longer have the phone in your possession...or if the phone is not present in the car...then even though it's been paired to your car...it won't work. The phone has to be in the car (or really close to it) for it to work.
If you want to remove the phone...have you tried the instructions below from the CIC/NBT booklet (its a separate manual from the owners manual)?
