So explain to me what underlying condition this guy could possibly have where he has ALL 4 limbs right down to appendages and look like he could pick up a Prius? Especially when the premise of having a handicap spot is for people that have some sort of physical disability which allows them to have ease of access to shops/stores.

For all you know, he might have a prosthetic foot or had joint/spine repair.
Not saying there aren't people that abuse the system, but I'm just saying it's not worth picking a fight over to prove someone is worthy to be considered handicapped.
