electric exhaust flap actuator

The technical specs that I found indicate that the exhaust flap valve position is adjusted using a Pulse Width Modulation signal of a 100MHz ranging from 10 to 90%. There is little need to have such a high frequency system for a slow moving device.
Are there any electronic gurus on the board that could give me some guidance on that control signal.
I have just finished building the vacuum operated exhaust flap valve controller for my '14 M6 GC CP. Would like to do onefor the electrical flap controllers as well.
