It's not a new word, like "welp". It is a joke based on an inherent irony. It references a tattoo that many people get "No regrets". It is sometimes misspelled. One would assume that the person then regrets it. So that would, presumably render the statement self-nullifying. Jokes are never funny once explained.
Oh well.

* this old guy I used to work with used to slide his "made up word" (which could be used as any part of part of speech) into conversations just to see if people noticed that such a big word didn't actually mean anything. They usually failed.

I'm going to go stygazellate now over a cup of coffee, it always has a nice stygazellation effect on me.

No regrats! Spent my early 20's enjoying life, traveling, building cars and waited to finish school until I was 28. In a few years I now hold a Senior Engineer position, have a great wife, beautiful baby girl and awesome house. I'm glad I waited to enter the workforce later in life because it's all work and family now.
