As I was not able to find a used license I purchased a new one yesterday with only outcome today to get to know that my 2016 X5 needs a bench unlock.

Not willing to pay $300 or take DMEs off and mail for onsite unlock somewhere so selling a license. It is a new license. Means you will be able to resell it later. No tax on a top.

A new one $895 + tax. If you resell it later you lose $300+ as minimum.
A used one $500-600. And you can't resell it.

With mine your loss will be $100-150 after you resell.

Is it actually condsidered new and will be re-sellable and transferable after this transaction? I thought once it was bought, it could only be transferred once, therefore this sale to someone here now would be the one transfer possible?

I could be wrong here. It may have to be actually flashed to a car first to become “used”.

It was never used to flash a car. I activated a license and found that the car needs a bench unlock. So I went to support and they said yes I need a bench unlock or I can sell it and they make it as a new for a buyer. Manually.

If you go with automated job, like a transfer, yes, it is possible one time only.
