I'm curious... regardless of what car is being driven and whether or not the car was illegally parked, does an officer writing a parking citation have the power to prevent you from leaving until the actual ticket has been served? If not, then putting his foot under the car's tire seems like entrapment forcing the driver to "assault" the officer when the driver has the right to leave?
