The buttons on the right side control the radio. The wheel will change songs within the playlist and the skip buttons will skip forward and back (the back one works differently sometimes). In general no, I have not seen a difference, but iOS11 seems to be buggy and bloated, so your phone may just be a little off until it gets a rebooted a couple times, or Apple gives a small update for bug fixes.
