If you decode the VIN it appears to be an Alpina. As for the cruise, it has option 5AS called "Driving Assistant." I have a factory 2015 pricing guide, and the option with Adaptive Cruise was 5AT. So I'm not totally sure what 5AS was, but setting that aside the steering wheel issue is still a mystery, at least to me.
